This is another milestone in the development history of China's express industry after the first breakthrough of 10 billion pieces of express annual business last year. It is also one of the important contents of the perfect closure of the 12th Five-Year Plan for the development of the industry. It is also a turning point for China's express industry to change from quantity growth to quality growth. Wang Mei, member and deputy director of the Party Group of the State Post Office, attended the conference and delivered a speech. Han Ruilin, spokesman of the State Post Office and director of the Department of Market Supervision, introduced to the participating media the development of China's express industry in recent years.
In her speech, Wang Mei congratulated the vast number of express delivery practitioners throughout the country. She pointed out that the development of China's express industry has benefited from the cordial care of the CPC Central Committee and the State Council. It benefited from the strong support of the central departments and local Party committees and governments, benefited from the opportunities brought by the "Internet +" for the development of the industry, and benefited from the good atmosphere of public opinion created by the media for the development of the industry. Social and consumer understanding and tolerance of express service; benefit from the hard work of millions of express delivery workers in the industry; benefit from the initiative of the cadres and staff of the national postal administration department. Wang Mei pointed out that the 20 billion era is a new starting point, a new journey, the postal industry will not disgrace its mission and continue to work hard. Actively adapt to the new normal economic development, adhere to the five development concepts of innovation, coordination, green, open and sharing, promote the construction of the "five postal services", carry out the implementation of document 61 of the State Council, improve quality, increase efficiency, transform and upgrade, promote the healthy, orderly, safe and sustainable development of the industry, in order to build a well-off society. The corresponding modern postal industry has made new contributions to the economic and social development.
Han Ruilin said that since the 12th Five-Year Plan, China's express delivery industry has maintained a high growth rate, with an average annual growth rate of 54.6%, which is a black horse in the national economy. In 2015, the express industry overcame the downward pressure of the domestic economy and the saddle effect at the beginning of the year, accelerated the transformation and upgrading of the whole industry, promoted quality improvement and efficiency enhancement, and worked hard to achieve faster growth. According to statistics, from January to November, the business volume of express service enterprises in China totaled 18.25 billion pieces, an increase of 48.1% over the same period of last year, and the business income totaled 24.56 billion yuan, an increase of 34.9% over the same period of last year. In the past "Double Eleventh" business peak period, the single-day maximum processing capacity exceeded 160 million pieces, an increase of 56% over the same period of last year.
Han Ruilin said that the express industry has passed the 20 billion mark, thanks to the deepening reform of the postal system and the continuous optimization of the policy environment. At the same time, in recent years, the transformation and upgrading of the postal industry has been accelerated, and service expansion has been implemented. During the Twelfth Five-Year Plan period, more than 200 express logistics parks have been built and under construction in China. The industrial agglomeration of the parks, represented by Southern Jiangsu, Longli, Guizhou and Wuqing in Tianjin, has been increasing. The capacity of trunk lines has been continuously improved, with an additional 22,000 trunk vehicles added in 2015. There are already three independent airlines in the industry, with more than 78 full-cargo planes and more than half of the domestic cargo and postal throughput of express mail. Electronic waybill, automatic sorting and intelligent terminal technology are widely used, and the level of science and technology in the industry has been greatly improved. Postal administration actively advocates service innovation, and encourages all parties to explore innovative practices such as intelligent express box, express public service station, chain business cooperation, third-party service platform, so as to provide better end-service for the society. By the end of the year, more than 60,000 groups of intelligent express boxes have been installed in major cities throughout the country, and more than 200 million express boxes have been delivered. The express service industry chain has been further extended, and the national post office has pushed forward the expansion of express service sector from "1 + 1" to "1 + 3", gradually realizing the multi-point blossom of e-commerce, manufacturing and cross-border trade. Express has grown into the main channel to support the development of e-commerce. In 2015, the volume of online retail transactions supported by the industry exceeded 3 trillion yuan. Express industry is upgrading from labor-intensive to capital-intensive and technology-intensive.
According to reports, express delivery has been implemented to the West for two years. The coverage rate of express delivery service in villages and towns in China has exceeded 70%. Some eastern provinces have realized "town has network". From a national perspective, the industry has basically the basic ability to provide delivery services for 377 million rural population. In 2015, more than 5 billion parcels were received and delivered in rural areas, driving agricultural and sideline products into cities to exceed 50 billion yuan and industrial products to the countryside to exceed 250 billion yuan. Postal industry has played an active role in helping farmers to open markets, activate channels and increase income through the Internet. In many rural areas, "westward-down project" has become a powerful grasp of the local government's poverty alleviation and enrichment work. Cross-border network construction is in the ascendant. Many enterprises have entered the overseas market by opening branches, setting up overseas warehouses, joint ventures and other different ways. The ability of order processing, cross-border transportation, overseas warehousing and overseas distribution has been gradually improved.
